In Tokyo’s final presentation for the 2020 Olympics at the IOC general assembly in Buenos Aires, Argentina on Sept. 7 , 2013, “Let me assure you the situation is under control. It has never done and will never do any damage to Tokyo” Japan’s PM Shinzo Abe aka Abepyon said. He later told reporters: “I explained about the safety of Tokyo. There were some misunderstandings but I explained the situation. I explained about the water contamination in Fukushima and explained that the contaminated water was completely blocked.” Abe gave the IOC assurances that the contamination was limited to a small area and the effect of the water leak had been completely blocked within an area of 0.3 square kilometers in the sea from the plant. The Fukushima Dai-Ichi Nuclear Power Plant, located 230 km (140 miles) away from Tokyo, however, has been leaking hundreds of tonnes of contaminated underground water into the sea since shortly after the 2011 earthquake and tsunami damaged the nuclear complex. The radioactive water inside the silt fences within the bay and outside the silt fences have been shifting by about 45 ~ 50 percent each day. Japan’s PM Shinzo Abe has been playing down the Fukushima nuclear accident. The Japanese Gov’t was forced to fend off worries and fears about the nuclear disaster after the plant’s operator Tokyo Electric Power Co., and experts admitted that hundreds of tonnes of radioactive water are constantly flowing out to the Pacific Ocean. “It is hard to tell what can be called as being ‘under control,’ but it is certain that you can’t say the contaminated water has ‘been completely blocked’ in a technical sense,” said a senior official of the Ministry of Economy, Trade and Industry.
